The weather observation is the organization and the control of the movement of aircraft in the takeoff, landing and during the trip, where the weather and climate should be fit for the movements. The observer maintains the safety of the aircraft collectively; but when the safety is affected individually; the pilot is the end. In the latter, his life is directly endangered, not the air observer. According to FAA regulations and regulations, air transport has the highest authority over all ground personnel in relation to air operations. The flight is responsible for the planning of the trip, the safety of the flight, the delay of the journey, the change of course of the flight, the suspension or cancellation of the flight within the framework of the responsibilities entrusted to him, his responsibility is very sensitive. There are three tasks that the weather observer should do before the flight. Second, start with the question, can the journey be conducted with complete safety? , Should the flight be delayed due to temporary obstacles such as bad weather conditions or disruption of air navigation devices, should the trip be canceled because of obstacles affecting the safety of the flight and whether the flight line should be changed to avoid some road obstacles. Third, When the air relay confirms that all factors are appropriate and lawful for the conduct of the journey, it shall then place all the papers and documents of the flight in an envelope called (the “flight envelope”) for subsequent surrender to the flight commander.Processing of the Air Deportation authorization form (Flight DISPATCH RELEASE), which is in the form of a travel approval document and contains the amount of fuel required for the alternative flight/airport that can be landed if the arrival station cannot be landed/the allowable weight of the flight/name of the flight commander and the name of the aircraft relay , and then to inform the flight commander when he attends the Air deportation office of all navigational and technical information of the journey and to discuss with him all factors affecting the journey, The flight then departs according to the agreed planning between the air relay and the pilot. Furthermore , this not enough also during the flight he has many tasks like, Keeping track of the journey from the time of departure until its arrival through the wireless connection between the flight commander and the air relay to see the real date of takeoff, the expected time of arrival, points crossed by the aircraft and the weather in the upper atmosphere, observing and recording any change in the itinerary and arrival times To provide competent departments with such information, immediately inform the flight commander of any new information that may affect the flight, develop appropriate alternatives and report with the emergency flight commander either landing at the nearest convenient airport or returning to the departure or continuing station and landing at the arrival station, providing Assist the pilot in the event of an emergency technical defect using his references or the delivery of the flight commander with maintenance officials, after the arrival of the flight information is exchanged between the air Force and flight commanders to identify the obstacles encountered (if any) in order to be avoided for future flights.
